How to Prepare for F-Gas Inspection Visits

An F-Gas inspection should not be the first time your business looks closely at its air conditioning records. For a facilities manager, landlord or operations lead, knowing how to prepare for F-Gas inspection visits means being able to show that refrigerant-containing equipment is identified, maintained and properly documented. It also means avoiding a last-minute search for service sheets while a critical system is out of action.

In practice, good preparation supports more than legal compliance. It gives you a clearer picture of asset condition, protects manufacturer warranty requirements and helps prevent refrigerant leaks from becoming expensive breakdowns. The most effective approach is to build inspection readiness into planned maintenance, rather than treating it as a separate administrative task.

Start with a complete equipment register

Your equipment register is the foundation of F-Gas compliance. It should identify every stationary air conditioning, refrigeration and heat pump system containing fluorinated greenhouse gases that your organisation is responsible for. This includes split systems, VRF and VRV installations, close-control units in comms rooms and larger packaged equipment.

For each system, record its location, make, model, serial number, refrigerant type, refrigerant charge and the CO2 equivalent charge where applicable. Include the installation date, the responsible person or site contact, and details of the contractor maintaining the equipment.

This register should reflect what is actually on site, not what was installed several years ago. Equipment is often replaced, moved, decommissioned or extended without every record being updated. A site walk-round with a competent F-Gas certified engineer is the sensible way to reconcile paperwork with the plant that is in use.

Where a business operates several locations, use one controlled register with site-specific sections. That makes it easier to see which assets require scheduled leak checks and which records need attention before an inspection.

Understand which records an inspector may expect

The precise scope of an inspection can vary according to the equipment, refrigerant charge and the nature of the visit. However, the principle is straightforward: you need evidence that required checks and refrigerant handling have been completed by appropriately certified personnel.

Keep the following documentation available and organised:

  • A current asset and refrigerant register for relevant equipment.
  • Leak-check records, including dates, findings, repairs and follow-up checks.
  • Service reports showing maintenance work, faults identified and corrective action taken.
  • Refrigerant movement records covering gas added, recovered, recycled or disposed of.
  • F-Gas certification details for the company and engineers carrying out relevant work.
  • Installation, commissioning and decommissioning paperwork where applicable.

Records should be legible, dated and linked clearly to the individual system. A generic report that says “air conditioning serviced” is of limited value if it does not identify the unit, refrigerant work completed or engineer certification.

Digital records are entirely practical, particularly for multi-site estates, provided they can be retrieved promptly. The key test is simple: could a responsible person produce a complete record for a specific unit without relying on an engineer who may be elsewhere that day?

Check leak detection and inspection intervals

Leak checking is one of the areas where businesses can fall behind, especially when maintenance is reactive. Required frequency depends on the CO2 equivalent charge of the equipment and whether an approved automatic leak detection system is fitted. It is not safe to assume that all air conditioning units follow the same schedule.

Ask your service provider to confirm the applicable requirement for each asset and show the next due date in the register. If a leak check is overdue, arrange it before any inspection rather than attempting to explain a gap afterwards.

Automatic leak detection can reduce the required frequency of manual checks for qualifying equipment, but it must itself be checked and maintained. A detector that has been fitted but is not being tested does not provide the assurance your site needs.

There is an operational reason to take this seriously. A small refrigerant leak can gradually reduce cooling capacity, increase energy use and place additional strain on compressors. In a server room, retail environment or occupied office, that loss of performance can become a business continuity issue well before it becomes an inspection finding.

Resolve known faults before the visit

Do not use an inspection as an opportunity to identify problems that have already been reported. If staff have raised concerns about poor cooling, ice formation, persistent alarms, unusual noise or repeated call-outs, those units need investigating promptly.

Where refrigerant has been added, the underlying cause should be considered. Recharging a leaking system without addressing the leak creates repeat cost, avoidable emissions and a weak compliance position. A competent engineer should identify the fault, carry out a repair where feasible, complete the required checks and update the record accordingly.

Some repairs may require parts, access equipment or a planned shutdown. This is where preparation has a practical trade-off. Delaying work may appear to avoid disruption, but a controlled repair outside trading hours is usually less costly than an unplanned failure during peak operation.

Prepare the site, not just the paperwork

An inspector or engineer needs safe access to equipment and relevant documentation. Before a planned visit, confirm access arrangements for roof plant, ceiling-mounted units, locked risers, comms rooms and external condensers. Make sure site inductions, permits, escorts and isolation procedures are understood in advance.

Blocked access is a common source of incomplete maintenance visits. Storage placed beneath cassette units, restricted ceiling hatches or inaccessible outdoor equipment can prevent proper checks. It can also increase the cost of future repair work.

Assign one person to coordinate the visit. They do not need to be an HVAC specialist, but they should know where records are held, who has authority for access and how to contact the maintenance provider if technical questions arise. For larger sites, include security, health and safety and IT teams where equipment serves critical areas.

Make responsibilities clear across landlord and tenant arrangements

In leased buildings, F-Gas responsibilities can become unclear. The landlord may maintain central plant while tenants are responsible for local split systems. Managing agents may hold some records, while a separate contractor services tenant equipment.

Do not assume another party has this covered. Review lease terms, service agreements and asset ownership, then document who is responsible for maintenance, leak checks, repairs and record retention for each system. If responsibility is shared, agree how documentation will be exchanged and retained.

This matters particularly when a unit serves more than one occupier or when alterations have been made to a space. Clear accountability prevents records falling into the gap between landlord, tenant and contractor.

Use planned maintenance to stay inspection-ready

The most reliable way to prepare for F-Gas inspection requirements is through a planned preventative maintenance programme that matches your estate. Routine visits should include condition checks, cleaning, testing, identification of developing faults and updates to compliance records. Any corrective works should then be tracked through to completion.

The level of support depends on the site. A small office with a handful of split systems has different needs from a multi-site retailer, hotel or data environment. However, every business benefits from a defined maintenance schedule, a single source of accurate documentation and a clear escalation route when faults are found.
