An air conditioning failure rarely starts with a complete breakdown. More often, it begins with a missed service visit, a refrigerant leak that goes unrecorded, or a filter restriction that steadily raises energy use. This facilities manager aircon compliance guide sets out the practical controls UK businesses need to protect their people, assets, budgets and operational continuity.

For a facilities manager, compliance is not a paperwork exercise completed once a year. It is the evidence that equipment has been managed responsibly, refrigerant has been handled legally, inspections are current and emerging faults have been addressed before they interrupt trading or tenant comfort.

Start with an accurate aircon asset register

You cannot manage compliance confidently if the equipment on site is not properly identified. Create and maintain an asset register for every split system, multi-split, VRF or VRV system, AHU, close-control unit and heat recovery ventilation unit under your responsibility.

Each record should identify the unit location, manufacturer, model, serial number, installation date, refrigerant type, refrigerant charge, cooling capacity, warranty status and service history. For multi-site estates, use a consistent naming convention so that an engineer attending a call-out can identify the affected asset without delay.

The refrigerant type and charge are particularly significant. They determine the system’s carbon dioxide equivalent charge and therefore whether statutory F-Gas leak checks are required. Equipment labels and commissioning records are useful starting points, but they should be verified during a survey where records are incomplete or systems have been altered.

A clear register also improves financial planning. It shows which equipment is ageing, which sites generate repeated call-outs and where replacement may be more cost-effective than another reactive repair.

Understand your F-Gas responsibilities

Most commercial air conditioning systems contain fluorinated refrigerants. UK F-Gas rules place responsibilities on the operator of the equipment, which is commonly the building owner, occupier or party with day-to-day control of technical operation. Lease terms can affect this position, so responsibilities should be agreed clearly between landlords and tenants.

Where applicable, leak checks must be completed at the required intervals by appropriately certified personnel. The frequency depends on the system’s refrigerant charge expressed in tonnes of CO2 equivalent, not simply the kilograms shown on the unit label. Systems with automatic leak detection may qualify for a different inspection interval, but the detection equipment itself must be checked and maintained.

Keep records of refrigerant added or recovered, leak test dates, identified leaks, repairs, engineer certification and any follow-up testing. If a leak is found, it should be repaired without undue delay and the equipment retested afterwards. Repeatedly topping up a leaking system is not a maintenance strategy. It increases running costs, risks non-compliance and can accelerate a major failure.

Only certified engineers should install, service, repair, decommission or recover refrigerant from relevant systems. A competent contractor will provide the records needed for your compliance file, rather than leaving the facilities team to reconstruct events after an audit or incident.

Arrange TM44 inspections where required

Air conditioning inspection obligations are often missed because systems are added to a building gradually. In England and Wales, air conditioning systems with an effective rated cooling output of more than 12kW generally require a TM44 inspection at least every five years. This can include a single larger system or multiple units that are controlled together.

A TM44 inspection is not the same as routine maintenance. Planned servicing checks condition, hygiene, performance and faults. A TM44 inspection reviews the efficiency and sizing of the system and considers whether controls or operational practices can be improved. The resulting report can identify avoidable energy consumption, poorly located controls, oversized plant or opportunities to rationalise ageing equipment.

Keep the current report accessible with your building compliance documents. If the property changes hands or is subject to review, being able to produce a valid inspection report avoids unnecessary pressure and demonstrates proper asset control.

Build compliance into planned maintenance

Planned preventive maintenance is where legal duties and commercial outcomes meet. The right service programme should be based on system type, refrigerant charge, operating hours, occupancy, criticality and environment. A lightly used office cassette unit does not need the same regime as air conditioning supporting a server room, kitchen, retail floor or clinical space.

A properly scoped visit normally covers inspection of electrical connections, filters, coils, condensate drainage, fans, compressors, controls, refrigerant circuit condition and general system operation. The engineer should identify defects, record readings where appropriate and provide a clear report that separates completed work from recommendations.

Poor drainage and dirty filters may appear minor, yet both can have serious operational consequences. Blocked condensate lines can cause water damage and tenant complaints. Restricted airflow makes equipment work harder, compromises comfort and can raise electricity use. In occupied buildings, cleaning regimes also support better indoor air quality.

There is a trade-off to manage. The cheapest contract may meet a basic attendance frequency but exclude the testing, reporting, parts planning or response times your site actually needs. For critical environments, a higher level of coverage with priority attendance and condition-based recommendations can be less expensive than the cost of downtime.

Keep documentation audit-ready

A good compliance file should allow a manager, auditor, insurer or incoming contractor to understand the history of each system quickly. It should not depend on one member of staff knowing where old certificates are stored.

For each asset, retain commissioning information, service reports, F-Gas records, leak test certificates, refrigerant recovery documentation, TM44 reports where required, repair quotations, warranty details and records of major component replacements. Store documents centrally and link them to the asset register.

Service reports need to be specific. A report stating that a unit was serviced provides limited value if it does not confirm what was inspected, whether faults were found and what action is required. Clear documentation helps management approve expenditure, supports warranty claims and gives contractors a reliable baseline at the next visit.

It is also sensible to review contractor documentation. Confirm that certification remains current, reports are received promptly and remedial recommendations are tracked through to completion. Compliance fails when a defect is identified but no one owns the next step.

Manage repairs, refrigerant changes and end-of-life equipment

When a system fails, speed matters, but so does the repair decision. Ask for a diagnosis that explains the fault, its likely cause, the proposed remedy and the implications for reliability. A compressor replacement on a well-maintained system may be justified. The same repair on an older unit with repeated leaks, obsolete controls and rising energy consumption may only defer a replacement decision.

Refrigerant availability should form part of that assessment. Some legacy refrigerants face tighter supply conditions and increasing cost. A specialist contractor can advise on whether repair, refrigerant recovery, replacement or a phased upgrade offers the best whole-life value.

At decommissioning, refrigerant must be recovered correctly and waste handled through appropriate channels. Make sure you receive the relevant recovery and disposal evidence. Removing an old outdoor unit without a traceable record is an avoidable compliance risk.

Give critical spaces a different standard of control

Not every space carries the same consequence of failure. Data rooms, communications cupboards, production areas, pharmacies, hospitality venues and high-occupancy retail environments need a more deliberate resilience plan.

For these sites, consider remote monitoring, alarm escalation, documented temperature limits, priority repair attendance and contingency measures. Redundancy may be appropriate, but only if the lead and standby systems are both maintained and tested. A backup unit that has not run for months is not meaningful resilience.

Facilities teams should also coordinate air conditioning with other building changes. New partitions, additional IT equipment, altered occupancy patterns or extended opening hours can change the cooling load considerably. A system that was compliant and sufficient at installation may no longer be efficient or suitable for the way the space is used.

Use compliance reporting to make better decisions

The most useful maintenance partner does more than issue certificates. They turn service data into practical decisions: which assets need attention first, where energy loss is occurring, which repairs are recurring and when replacement budgets should be considered.
